Estudantes de doutorado pleno no exterior do programa federal de intercâmbio Ciência sem Fronteiras estão enfrentando problemas para renovar a concessão de suas bolsas –o que já tem deixado alguns deles sem dinheiro ou em situação ilegal no país em que estudam. A Folha conversou com quatro doutorandos que estão nessa situação em universidades do Reino Unido, da Holanda e da Itália.
PhD students abroad of federal program of exchange science without boarders are facing some problems to renew the concession of their scholarship holder - what have let some one them without money or in a illegal situation in the country where they study. Folha talked to four PhD who are in this situtation in universities of United Kingdom, of Neverlands and Italy.
Eles tiveram a bolsa mensal interrompida indefinidamente após parecer negativo da Capes, agência federal que participa do programa Ciência sem Fronteiras pelo MEC (Ministério da Educação).
They had they scholarship holders interrupted with no prevision of time after negative statement of Capes, federal agency that participates of program Science without borders by MEC (Educational minister).
Cada doutorando tem um contrato de quatro anos com o governo e deve mandar relatórios anuais de desempenho para que a concessão da bolsa seja renovada. Com a renovação, que deveria acontecer em maio, eles ingressariam, em agosto, no 3º ano de doutorado.
Each PhD has a contract of four years with government and have to send annual reports of behavior for the concession of scholar holder to be renewed. With the renew, that should happen in May, they joined in August, in the third year of Ph.D.

O problema é que eles tiveram a renovação da bolsa indeferida. Ou seja: a Capes considerou insuficiente o relatório anual desses alunos. Após envio de documentação adicional para revisão do parecer sobre o relatório, dizem, os doutorandos estão sem resposta e tiveram a bolsa mensal interrompida. Não há dados oficiais de quantos doutorandos brasileiros estejam no mesmo imbróglio –há 2.713 alunos de doutorado com bolsa plena do governo federal fora do país.

After the sending of additional documentation to for revision of statement about the report, said, Ph.D. are without an answer and they had their month scholarship holder interrupted. There are no official data of how much Brazilian Ph.D. are in the same situation - There are 2.713 Ph.D. students with scholarship holder of federal government outside the country.
Um dos estudantes ouvidos pela reportagem disse que está sem dinheiro e em situação ilegal. A renovação de seu visto de permanência no país depende da renovação da concessão da bolsa. Outro afirma que teve a concessão da bolsa indeferida com um parecer de três linhas, que alegava que o relatório estava redundante. "Estou em um instituto de ponta e tenho de seguir as regras, que não são poucas e nem fáceis", diz Pedro* (nome fictício). "Tive um parecer muito positivo nas minhas avaliações aqui, ganhei prêmio e nada disso adiantou." Ele afirma ter enviado uma série de documentos para a Capes pedindo a reconsideração do parecer –incluindo uma carta do seu orientador europeu, que alega bom desempenho acadêmico.
One of the students heard the report said he is without money and in an illegal situtation. The permanent visa renew in the country depends on the review of the concession of scholarship holder. Another affirm he had the concession of scholarship holder rejected with a statement of three lines, that affirmed the report was redundant. "I'm in an institute of high-profile and I need to follow the rules, which are not a few nor easy", said Pedro. "I had a positive statement of my assessments here, i won awards and nothing of that changed". He affirmed have given a series of documents for Capes asking the reconsideration of statement - including a letter of his European advisor, who affirms a good academic behavior.
"Imagine se eu tiver de voltar para o Brasil sem o título de doutorado?", diz Ana* (nome fictício). Ela também teve o relatório indeferido e aguarda revisão do processo há um mês. "Temo ter perdido dois anos de minha vida". A Folha teve acesso à documentação dos doutorandos ouvidos. Todos pediram anonimato alegando medo "de retaliação" da agência. Em 2013, a Capes exigiu que bolsistas mencionados em uma reportagem da Folha enviassem um e-mail para o governo atestando que não passavam "necessidade nenhuma". A reportagem tratava de problemas de pagamento de bolsas no exterior
"Imagine if i have to go back to Brazil without a PhD title?", said Ana. She had her report rejected as well and waits for the review of the process for one month. "I fear lost two years of my life". Folha had access to the documentation of PhD students involved. All of them asked anonymous saying fear of "retaliation" of an agency. In 2013, Capes required the scholarship holders mentioned in a report of Folha to send an e-mail to the government saying they weren't going through any necessity. The report was about problems of scholarship holding payments in exterior.
SEM DINHEIRO A especulação é que, agora, o governo estaria cortando bolsas no exterior para reduzir custos, diante da atual crise econômica. Para se ter uma ideia, o investimento mensal para manter um bolsista de doutorado pleno nos EUA –onde há 573 deles–, em cidade considerada "de alto custo", é de U$ 1.700 (quase R$ 6.000). No Reino Unido, que tem 504 bolsistas de doutorado pleno, o investimento mensal do governo com cada doutorando é de quase R$ 8.000 em cidades de alto custo. A Capes informou, em nota, que não há cortes e que renovação da concessão da bolsa não é automática. Esse processo, diz, passa "por análise de mérito do progresso das atividades desenvolvidas no exterior". O problema, dizem os doutorandos, é o governo não ser claro sobre o que espera do relatório técnico anual.

Além disso, não há prazo estipulado para que o governo dê uma resposta à documentação enviada pelos estudantes que tiveram sua bolsa interrompida. Nas redes sociais, em comunidades de estudantes do programa, há relatos de casos, e as opiniões se dividem. De um lado, estudantes recomendam que os bolsistas façam uma "poupança" caso enfrentem o mesmo problema. Outros dizem que quem teve a bolsa interrompida "não sabe escrever um relatório científico direito". Não são só os estudantes de doutorado pleno do programa que enfrentam problemas.

In the social networks, in communities of students of program, there are reports of cases, and the opinions are divided. On one hand, students recommend scholarship hold make a "saving" if they face the same problem. Other said who had their scholarship hold interrupt "they don't know how to write a scientific report rightly". It's not only the PhD students who face problems.
