Nesta segunda-feira, o plenário da Câmara aprovou em primeira votação a Proposta de Emenda Constitucional (PEC) 241, principal aposta do governo Michel Temer para colocar as contas públicas em ordem. A medida, que estabelece um teto para o crescimento das despesas, está causando polêmica por congelar os gastos durante vinte anos e alterar o financiamento da saúde e da educação no Brasil.

Foram 366 votos a favor do texto, 11 contra e duas abstenções. Eram necessários 308 votos favoráveis para que o texto fosse aprovado - 58 a menos do que atingiu. Haverá uma nova votação prevista para o fim deste mês e só depois o projeto segue para o Senado.
De um lado, a PEC é considerada necessária para reduzir a dívida pública do país - que está em 70% do PIB (soma das riquezas produzidas) - e tirá-lo da crise fiscal. Do outro, é vista como muito rígida e criticada por, em tese, ameaçar direitos sociais.

Segundo o texto, o teto será válido por vinte anos a partir de 2017 e consiste no valor gasto no ano anterior corrigido pela inflação acumulada nesses doze meses. A inflação, medida pelo indicador IPCA (Índice Nacional de Preços ao Consumidor Amplo), é a desvalorização do dinheiro, quanto ele perde poder de compra num determinado período.
Dessa forma, a despesa permitida em 2017 será a de 2016 mais a porcentagem que a inflação "tirou" da moeda naquele ano. Na prática, a PEC congela as despesas, porque o poder de compra do montante será sempre o mesmo.

Caso o teto não seja cumprido, há oito sanções que podem ser aplicadas ao governo, inclusive a proibição de aumento real para o salário mínimo.
Mais do que colocar as contas em ordem, o objetivo da PEC, segundo mencionado pelo ministro da Fazenda, Henrique Meirelles, seria reconquistar a confiança dos investidores. A aposta da equipe econômica é que a medida passe credibilidade e seja um fator importante para a volta dos investimentos no Brasil, favorecendo seu crescimento.
O teto ameaça saúde e educação?

Um dos principais questionamentos é que, ao congelar os gastos, o texto paralisa também os valores repassados às áreas de saúde e educação, além do aplicado em políticas sociais. Para esses setores, a regra começa a valer em 2018, usando o parâmetro de 2017. A mudança foi incluída no relatório feito pelo deputado Darcísio Perondi (PMDB-RS), relator da proposta na comissão especial da Câmara.
Segundo os críticos, tais restrições prejudicariam a qualidade e o alcance da educação e da saúde no país. Hoje, os gastos com esses segmentos podem crescer todo ano. As despesas com saúde, por exemplo, receberam um tratamento diferenciado na Constituição de 1988, a fim de que ficassem protegidas das decisões de diferentes governos.
